Scope
The Projects Planning Engineer (Architect) is responsible for planning, leading, and overseeing the planning and design phase of Academic, Research, Administrative, Support Facility, Infrastructure, and the company's community projects from inception through the design phase. The Projects Planning Engineer-Architect is the FM Representative to a wide range of internal and external stakeholders, often managing the design, budget, schedule, and scope of multiple critical projects simultaneously.
Responsibilities
Serving as the Primary Point of Contact, acting as the liaison for FM to University, Research, and Community Stakeholders, the Projects Planning Engineer-Architect liaises with all levels of the company's personnel to understand and document the vision and scope of projects as well as to report on status and project issues.
Developing executive project reports for management and senior leadership.
Developing, documenting and articulating project strategy, objectives, and impacts on or by other projects.
Ensuring the timely delivery of projects while maintaining excellent customer relations, meeting budget goals and maintaining the company’s quality and aesthetic standards.
Defining project milestones and preparing project schedules.
Developing and implementing policies, processes, and templates that support best practices for project planning and design (Project Budgets, Schedules, Governance Charts, Feasibility Studies, Reports, and Executive Communications.)
Developing feasibility and programming studies, either directly or by managing external consultants.
Serving as Primary Point of Contact and managing 3rd party consultant firms and contractors on behalf of the company.
Leading the planning and design phases of projects and supporting best practice design decision-making by serving as the lead to manage other PDEC, FM, and colleagues during the project.
Coordinating land allocations, and Land Use Permits.
Developing detailed project budgets by identifying comprehensive project scope and design through collaboration with internal and external cost estimators.
Evaluates projects and develops value management strategies and opportunities for cost optimization.
Leading the selection of architects, engineers, and contractors, and participating in optimizing proposals and in contract negotiations, in collaboration with Procurement.
Collaborating with Procurement and Legal departments in the development of contracts and tender/bid documents.
Overseeing the preparation of technical reports and providing recommendations to resolve project issues.
Analyzing claims and associated impacts on project delivery and budgets.
Guiding capital projects through the capital development process for budget approval, including preparation of the documents as required. Partnering with the Project Manager Leads and others in the project team in addressing and evaluating change orders/variations, requests for information, or other design modification requests.
Working with in-house staff and consultants to ensure all guidelines, standards, and sustainable practices are incorporated on all projects.
Participating in efforts of the Design Review Working Group.
Qualifications
Bachelor’s degree in Architecture, Planning, Engineering, or related field
Minimum 5 years of work experience (or an equivalent combination of education, training, and experience).
Experience in project management, ability to manage multiple and diverse capital projects, including studies, planning and facilities design.
Previous experience in architecture, planning and project management or a related field required.
Experience with industry standard software for planning, scheduling, production, facilitating, and reporting work.
Ability to work collaboratively on a team as well as independently.
Excellent communication skills: written, graphic, and verbal.
Ability to draw project solutions and represent graphically.
Detail-oriented, with strong strategic thinking skills.
Superior soft skills.
Architectural license or equivalent preferred.
