About HAKA
Scope
To manage and execute HR operational activities across the employee lifecycle, government platforms, employee records, personnel transactions, and regulatory compliance.
The role ensures that employee services and government-related transactions are completed accurately and within required timelines, while maintaining reliable employee records, minimizing compliance risks, and delivering consistent People & Culture services.
Responsibilities
1- HR Operations and Employee Lifecycle
Manage employee lifecycle transactions, including onboarding, probation confirmation, employee data changes, transfers, promotions, contract amendments, and offboarding.
Prepare, issue, and maintain employment contracts, HR letters, employment certificates, salary certificates, and other employee-related documentation.
Ensure employee transactions are completed accurately, documented appropriately, and processed within agreed timelines.
Coordinate employee onboarding requirements and ensure all employment documents and system records are completed before or immediately after joining.
Support the clearance and separation process, including final documentation and coordination with relevant stakeholders.
2- Government Platforms and Regulatory Compliance
Manage and maintain employee information and company transactions across relevant government platforms, including Qiwa, GOSI, Mudad, Muqeem, and other applicable platforms.
Process residency renewals, work permits, sponsorship transfers, profession changes, employment contract authentication, and related government transactions.
Monitor regulatory deadlines and ensure timely completion of transactions to avoid penalties, service suspension, or compliance issues.
Maintain accurate and consistent employee information across internal systems and government platforms.
Monitor regulatory updates and coordinate required operational changes with the Head of People & Culture and relevant stakeholders.
Support compliance reviews, inspections, and internal or external audits by providing accurate records and required documentation.
3- Employee Records and Data Management
Maintain complete, accurate, and confidential employee records in accordance with company policies and regulatory requirements.
Regularly reconcile employee data across HR records, payroll inputs, government platforms, and relevant systems.
Prepare periodic HR operational reports, employee data summaries, compliance trackers, and transaction status reports.
Identify data discrepancies and coordinate corrective actions with relevant stakeholders.
Ensure appropriate handling, storage, and confidentiality of employee information.
4- Employee Services and Operational Support
Respond to employee inquiries related to contracts, records, residency status, work permits, government transactions, and HR operational services.
Coordinate with Finance, IT, General Services, Legal, and other functions to ensure timely completion of employee-related requirements.
Support payroll preparation by providing accurate employee changes and verified operational inputs within the required timelines.
Track employee requests and ensure timely closure in line with agreed service standards.
Contribute to improving employee experience by providing accurate, responsive, and consistent HR services.
5- Process Improvement and Governance
Support the development and implementation of HR operational procedures, workflows, service standards, and control mechanisms.
Identify process gaps, operational risks, and opportunities for automation or service improvement.
Maintain HR Operations trackers, compliance calendars, checklists, and standard templates.
Support the implementation of HR systems and digital solutions related to employee services and HR Operations.
Perform other related responsibilities assigned by the Head of People & Culture.
Qualifications
Bachelor’s degree in Human Resources, Business Administration, Management, or a related field.
3–4 years of relevant experience in HR Operations, Personnel Administration, Employee Services, or Government Relations within an HR environment.
Knowledge of Saudi labor regulations and government employment requirements is required.
Practical experience managing employee lifecycle transactions and government platforms.
Professional HR certification is preferred.
Familiarity with HR systems and government platforms is strongly preferred.
Experience in a growing, project-based, engineering, energy, or corporate environment is preferred.
